ORECRFP20-1 Purchase of Offshore Wind Renewable Energy Certificates (ORECRFP20-1)

NYSERDA seeks to procure Offshore Wind Renewable Energy Certificates associated with 1,000 megawatts or more of offshore wind energy,  coordinated with a $200 million opportunity to support local and private investment in port infrastructure,  in pursuit of New York State’s goal of developing 9,000 megawatts of offshore wind energy by 2035 in a responsible and cost-effective manner.

Through this 2020 solicitation, ORECRFP20-1, NYSERDA seeks to procure Offshore Wind Renewable Energy Certificates (ORECs) as authorized by the New York State Public Service Commission’s Order Authorizing Offshore Wind Solicitation in 2020 issued on April 23, 2020 in Case No. 18-E-0071. All Proposers are advised to review this 2020 Order, the Commission’s 2018 Order Establishing Offshore Wind Standard and Framework for Phase 1 Procurement, and all Appendices and all eligibility requirements before participating in this RFP.

In soliciting 1,000 megawatts or more in 2020, NYSERDA has flexibility to evaluate a range of bids that can maximize competitive outcomes, including bid(s) for up to 2,500 megawatts. Prospective Proposers are encouraged to submit a Notice of Intent to Submit Proposal, which is attached as Appendix A to the RFP. The Notice of Intent to Propose form should be sent to offshorewind@nyserda.ny.gov no later than September 23, 2020.

Upon submission of Proposals, Proposers are required to pay a proposal fee which will be used by NYSERDA to offset the cost of the evaluation of Proposals. The base Proposal Fee of $500,000 covers the Required Base Proposal (including up to three Port Infrastructure Investment Plans) and Required Standalone Proposal (including one Contract Tenor). Each Alternate Proposal and each additional Port Infrastructure Investment Plan included in the Proposer’s Submission beyond three that is included in the submission requires an additional $25,000 Proposal Fee.  The Proposal Fee will automatically be computed within the forms used to submit a Proposal.

The Proposal Fee is non-refundable unless NYSERDA cancels this RFP. If this RFP is canceled by NYSERDA, uncommitted proposal fees will be returned.  Regardless of whether or not a Proposal is selected by NYSERDA, in no other event will any portion of the Proposal Fee be refunded.


Proposers’ Conference via Webinar

A Proposers Conference for interested persons will be held on August 12, 2020 via Webinar. Links can be similarly found via NYSERDA’s Offshore Wind 2020 Solicitation website. Proposers are encouraged to register for this event as early as possible.

Proposal Submission Process

  1. Register to create a NYSERDA application portal account.  Proposers must create a profile on NYSERDA’s Offshore Wind portal between September 23, 2020 and October 13, 2020 at 3:00 p.m. ET.
  2. Submit a proposal through NYSERDA’s portal. Proposals must be submitted through NYSERDA’s Offshore Wind portal between October 13, 2020 and October 20, 2020 at 3:00 p.m. ET.
