REV Campus Challenge - Energy to Lead Competition 2020 (RFP 4188)

Due Date:  02/20/2020  (Round 1)

The REV Campus Challenge is issuing a third round of the Energy to Lead Competition to challenge higher education institutions across NYS to develop and implement impactful clean energy projects that significantly reduce energy use resulting in decarbonization on their campuses and local communities.

NYSERDA will award up to $5 million, ranging from $500,000 and $1.5 million per award.  Winning proposals will highlight cost-effective, deep and impactful energy savings projects.

In January 2019, Consolidated Edison (ConEd) announced a moratorium on new gas connections in most municipalities in Westchester County, effective March 15, 2019. In response to the moratorium, New York State is implementing a $250 million Clean Energy Action Plan to provide options for affected Westchester businesses and residents to lower energy costs, promote economic development, and provide additional resources to raise awareness and support implementation of energy efficiency projects and clean heating and cooling alternatives.

To support the Clean Energy Action Plan, projects within declared gas moratorium areas and/or projects that reduce dependence on natural gas supplies will be awarded additional points during proposal evaluation. Such projects may include natural gas efficiency and conservation tactics, implementation of clean heating and cooling, primary fuel switching to reduce carbon emissions, investigation of other non-pipeline alternatives, etc.

NYSERDA will hold informational webinars to answer questions about this RFP. The webinar schedule and links to register are available at
