NYSERDA seeks to procure Offshore Wind Renewable Energy Certificates associated with approximately 800 MW of offshore wind energy, in pursuit of New York State’s goal of developing 2,400 megawatts of offshore wind energy by 2030 in a responsible and cost-effective manner. Through this 2018 solicitation, ORECRFP18-1, NYSERDA seeks to procure Offshore Wind Renewable Energy Certificates (ORECs) as authorized by the New York State Public Service Commission’s Order establishing the Offshore Wind Standard, issued on July 12, 2018 in Case No. 18-E-0071. All Proposers are advised to review the Order, its Appendices and all eligibility requirements before participating in this RFP. Prospective Proposers are encouraged to submit a Notice of Intent to Submit Proposal, which is attached as Appendix A to the RFP. The Notice of Intent to Propose form should be sent to no later than December 20, 2018 to email@example.com. Upon submission of Proposals, Proposers are required to pay a proposal fee which will be used by NYSERDA to offset the cost of the evaluation of Proposals. The proposal fee is $300,000 for the Required Proposal and the Required Transmission Proposal (if separate from the Required Proposal). Each Alternative Proposal that has a different installed capacity, transmission system, delivery point, technical configuration, and/or expected Commercial Operation Date requires an additional $40,000 proposal fee. Alternative Proposals that vary only the price and/or Contract Tenor will require an additional $20,000 proposal fee. The proposal fee will automatically be computed within the forms used to submit a Proposal. The proposal fee is non-refundable unless NYSERDA cancels this RFP. If this RFP is canceled by NYSERDA, uncommitted proposal fees will be returned. Regardless of whether or not a Proposal is selected by NYSERDA,
in no other event will any portion of the proposal fee be refunded.

- Register to create a NYSERDA application portal account. Proposers must create a profile on the NYSERDA’s Offshore Wind portal between November 8, 2018 and February 7, 2019 at 3:00 p.m. ET.
- Submit a proposal through NYSERDA’s portal. Proposals must be submitted through NYSERDA’s Offshore Wind portal between November 8, 2018 and February 14, 2019 at 3:00 p.m. ET.
