Concept Papers are required as the first step in the application process. Concept Papers may be submitted on a rolling basis until November 18, 2025.

Full Proposals (by invitation only) are accepted in funding rounds with the following due dates:
Round 19 – July 13, 2023; Round 20 – September 14, 2023; Round 21 – November 16, 2023; Round 22 – January 17, 2024; Round 23 – March 18, 2024; Round 24 – May 17, 2024; Round 25 – July 17, 2024; Round 26 – September 18, 2024; Round 27 – November 18, 2024;  Round 28 – January 17, 2025;  Round 29 – March 19, 2025; Round 30 – May 16, 2025; Round 31 – July 16, 2025; Round 32 – September 17, 2025; Round 33 – November 18, 2025.

The New York State Research and Development Authority (NYSERDA) is seeking proposals for technical training, experiential learning, job placement, and supportive services that enable New York State to meet the requirements of a clean energy economy and advance the climate equity and just transition goals of New York’s Climate Act. The purpose of this solicitation is to build or expand New York State training infrastructure and capacity to strengthen the pipeline of skilled talent for the Energy Efficiency and Clean Technology labor market. Projects funded through this solicitation are intended to develop and/or deliver technical training, relevant education, and hands-on experience to ensure that both new and existing workers, apprentices, journeypersons, and students, as applicable, have the skills, experience, and qualifications required to meet industry demand.

Total funding for this solicitation is $10 million, with up to $1 million per project, distributed over the course of multiple rounds. It is anticipated that approximately $3 million of the funding will be reserved for training activities that support building electrification.  Additional funds may be added at NYSERDA’s discretion, if available.

The following technology areas are eligible: High-efficiency heating, ventilation, and air conditioning (HVAC) and water heating; building electrification/heat pump technologies; insulation and air sealing; high-efficiency lighting and controls; building automation controls; smart grid and energy storage; electric vehicle charging station installation and maintenance; as well as large-scale, land-based renewable energy generation that is actively supported through NY’s Clean Energy Standard.

All training funded by NYSERDA must take place in New York State and serve New York State residents. Primary applicants must be registered to do business in New York State and must have a New York State office or training location.

This solicitation uses a two-step application process consisting of a Concept Paper (required) followed by a Full Application (by invitation only).
