Upstate Through Wall Heat Pump Demonstration Program (RFQL 5937)

The New York State Energy Research and Development Authority (NYSERDA) is seeking applications from owners, managers, or operators of multifamily buildings to serve as demonstration host sites for Packaged Terminal Heat Pumps (PTHPs) through the Clean Heat for All: Room Heat Pump Program. Eligible buildings must contain at least five (5) dwelling units, be located in New York State counties within climate zone 5 or 6, and have existing through-wall openings suitable for PTHP installation.

Approved applicants will join a qualified pool of demonstration host sites. Manufacturers selected under PON 5907 may partner with these building owners to plan and implement PTHP field demonstrations with installations expected to begin by the 2026 heating season (October/November 2026). Field demonstration hosts may receive the following:

  • A low or no-cost PTHP demonstration project including PTHP equipment, owner-led make-ready work, project design and engineering, installation and commissioning and ongoing service and performance monitoring (subject to funding availability and caps).
  • High-efficiency heating and cooling, increased temperature control, and improved indoor air quality in demonstration site dwelling units.
  • Real-world performance data on PTHP equipment to inform future implementation decisions in demonstration site buildings and other buildings within the owner’s portfolio.
  • Potential emissions reduction to help building owner reach LL97 targets.

A list of NYS counties in climate zones 5 and 6 can be found in Attachment B – NYS Climate Zone Map. Suitable through-wall openings include those currently housing, or designed to accommodate, room conditioning products in the following three (3) categories:

1. Standard Size Packaged Terminal Air Conditioners (PTACs)
Room heat pumps designed to replace PTACs in standard-size wall sleeves, typically measuring 16” high and 42” wide. Standard-size PTACs are common in multifamily buildings and hotels.

2. PTACs in Hydronic Cabinets
Room heat pumps designed to replace PTACs in hydronic heat cabinets. Existing hydronic PTACs provide air conditioning while heating is provided by a central hydronic system. This category of heat pumps will provide both cooling and heating without relying on the central system. Hydronic PTACs are common in post-2000 multifamily buildings, especially in New York City.

3. Through-the-Wall Air Conditioner (TTWAC)
Room heat pumps compatible with through-wall sleeves designed to house through-the-wall air conditioners, providing year-round heating and cooling in a space where traditional through-the-wall ACs provided only cooling. Common in multifamily buildings throughout New York State.
