Offshore Wind Major Component Manufacturing Port Infrastructure Request (RFQL 5897)

Description

Recognizing the importance of the offshore wind supply chain to achieving New York’s Climate Act goal of development 9,000 megawatts (MW) of offshore wind by 2035, New York State has allotted $500 million to NYSERDA for offshore wind supply chain investments through the 2022 New York State Budget. NYSERDA is authorized to utilize this funding to develop ports, manufacturing, and other supply chain infrastructure as necessary to advance the offshore wind industry.

Port infrastructure is integral to the offshore wind supply chain, serving as the vital link between land-based manufacturing and pre-assembly activities and the offshore projects. This RFQL has been developed to allow NYSERDA to examine and pre-qualify ports that provide the greatest opportunity to support the advancement of offshore wind Major Component Manufacturing in New York State.  The most qualified ports present a vital supply chain resource to the offshore wind industry and hold the greatest chance of unlocking long-term local economic development potential. This RFQL has also been developed to ensure that the ports qualified under this RFQL support fair and robust competition between major component manufacturers in the subsequent Phase II RFP. This includes providing equal access to information about the port and providing fair and equitable leasing costs and related expenses to allow for robust competition.

Only those Port Applicants who are pre-qualified under this RFQL will be eligible to participate with manufacturing partners in the initial round(s) of the Phase II RFP planned for issuance by NYSERDA in the first quarter of 2025. The Phase II RFP will be a competitive solicitation by which NYSERDA expects to make $300 million or more available to invest in New York port infrastructure and manufacturing facilities capable of supporting offshore wind Major Component Manufacturing. Applicants are encouraged to respond to this RFQL if they can host these types of Major Component Manufacturing facilities at their port.
