2024 Offshore Wind Request For Information (OSWRFI24-1)

Description

 
NYSERDA seeks stakeholder feedback on the timing and design of the fifth offshore wind solicitation planned for summer 2024.  The RFI suggests procurement of an anticipated minimum of 2,600 megawatts of offshore wind generation coordinated with local and private investments in New York-based offshore wind supply chain infrastructure through a pre-qualification process. Subsequently, NYSERDA intends to issue a $300 million Major Component Manufacturing Supply Chain RFP to bolster New York State’s goal of developing 9,000 megawatts of offshore wind energy by 2035, and achieving economy-wide deep decarbonization by 2050.


Through this OSWRFI24-1, NYSERDA requests information about key changes and focus areas of the upcoming offshore wind solicitation, as authorized by the New York State Public Service Commission’s Order Establishing Offshore Wind Standard and Framework for Phase 1 Procurement, issued on July 12, 2018, Order Adopting Modifications to the Clean Energy Standard issued on October 15,2020 in Case No. 15-E-0302, Order on Power Grid Study Recommendations published on January 20, 2022 in Case No. 20-E-0197, Order Denying Petitions Seeking to Amend Contracts With Renewable Energy Projects  published on October 12, 2023, and most recently in the Order Addressing Capacity Accreditation Rules issued on November 20, 2023 in Case Nos.18-E-0071 and 15-E-0302..

All Respondents are advised to review the Orders and their Appendices before participating in this Request for Information (RFI).The request for information seeks feedback on key programmatic evolutions related to contracting terms, transmission, supply chain integration, risk adjusted pricing, stakeholder engagement, and New York jobs commitments.
